The booklet begins with the Tax Code of the Jewish community of Mantua, with 25 regulations governing the economic organization and collection of taxes for three years, from March 1801 to the end of February 1804 (see: Shlomo Simonsohn, The History of the Jews in the Duchy of Mantua, Hebrew edition, Vol. I, Jerusalem, 1962. pp. 272-278). Followed by the Hebrew text of the excommunication placed by rabbis Yekuteil Chaim, Azriel Yitzchak, Ben Zion Menachem and Matzliach Moshe on members of the community who disobey the regulations: "Any man or woman … who willfully violates and disobeys the regulations which were adopted by the general committee on the 28th of Kislev 5561 … by paying all that he is charged and on time, will be excommunicated he and all his possessions shall be cursed before G-d …"
The second part of the booklet contains 23 clauses pertaining to the internal management of both large and executive community committee and the general committee as well as indices.
