"HaZman", a periodical dealing with literary and political matters, was founded in 1903 by Ben-Zion Katz, journalist, author and historian, born in Lithuania. At first it was published in St. Petersburg, twice a week. At a later stage it was published daily. Due to financial difficulties the editorial staff of the paper had to move to Vilnius (Pale of Settlement). The paper discontinued publication in 1915, when WW I broke out, after being transferred to the supervision of military censorship.
Ben-Zion Katz aimed at uncovering and combatting the Russian government's treatment of the Jews. He adopted an assertive policy, unlike Jewish journalism of his time, confronted censorship and overstepping the boundaries of publication. “HaZman” was the first newspaper to print articles on the pogrom which occurred in Kishnev in April 1903. In 1905, it was the first to publish the exact wording of the Russian constitution after the revolution, and in 1906 it published, in defiance of a gag order issued by the Russian authorities, the ‘Vyburg Declaration’ of the exiled Russian Duma, which called for civil disobedience against the Tsar’s tyranny.
