The congress was held in order to form an overall Jewish organization, but its results were the opposite: the orthodox protested against the regulations that were determined by the communities and confirmed by the minister, and finally they quit the congress and did not accept its regulations.
This congress is of importance in the history of Hungarian Jews and the split between the orthodox Jews and the reform Jews.
