In 1910, the Russian government convened a rabbinical conference in St. Petersburg, attended by the leading rabbis and rebbes, crown rabbis and tycoons, to discuss various important matters pertaining to Russian Jewry. Rebbe Rashab, who was a prominent and outspoken participant at the conference, recorded for the benefit of the public the various questions which were raised, and the different viewpoints presented on each matter. His notes were published in installments in the Jewish newspapers at the time, and in the present booklet.
