Rabbi Ya'akov ben Yosef HaRofeh (c. 1780-1852), a Torah scholar and rabbi in Baghdad. Author of Navah Tehilla, Shir Chadash, Shemen Hatov, etc. Apparently, these homiletics were never printed.
